I guess this is what is taught in your “Art of the deal book”. I don’t know and will never know, since I will never buy it. But of course it is always easier to make a deal when you hold the upper hand. Well, guess what, you no longer hold the upper hand when dealing with Congress. You will have to show better ability to negotiate than to simply say “bye-bye”.  

And your threat of declaring an emergency crisis so as to bypass the Congress is really not a threat. It is only a threat to your reputation of a bad negotiator. So go ahead and do it. Only you will stand to lose by it. The 800,000 federal employees will certainly appreciate having their checks.
